The Garuda Purana Preta Khanda prescribes pind-daan during Pitrupaksha (the 15-16 day fortnight in Ashwina Krishna Paksha), every Amavasya, on the death-anniversary tithi, and on Sankranti days. Pind daan at Haridwar carries unique weight because the city is the Gangadvara — the doorway, named in the Skanda, Agni, Garuda, and Padma Puranas, where the Ganga first reaches the plains after her descent from Gangotri. The offering meets the river at her youngest, mountain-fresh point, before she has travelled a single mile of the populated world below. The Sapta Puri tradition names Haridwar (as Mayapuri) among the seven cities that grant moksha. For families coordinating pind-daan, this is the only tirtha where the rite happens at the river's beginning rather than her middle.
Pind daan at Haridwar can be performed by the son, daughter, brother, sister, wife or husband of the departed soul. In case there is no one available in the immediate family to carry out the rite, then a friend or a pratinidhi (representative) can perform the rituals with the help of the pandit. Children (sons) and other male relatives — brothers, fathers, and grandchildren — are frequently called upon to conduct the Pind Daan; when there are no male relatives ready or able, female relatives such as daughters and mothers can carry it out. In Haridwar, the principal sites for pind-daan are Har-ki-Pauri (the foremost ghat where the Ganga first reaches the plains, Brahma Kund area), Kushavarta Ghat (a long-standing pind-daan vedi held by hereditary purohits), Narayani Shila Temple (housing the ancestral stone slabs revered by pind-daan families), and Kankhal Sati Ghat (the Daksha-yajna kshetra of the Vayu and Skanda Puranas). Each vedi has its own scriptural and historical character; the in-person family chooses based on their tradition and the package booked. By long pandit tradition, the Kankhal vedi shares a homonymic resonance with a sthala named Kanakhala in the Gaya tirtha — but the canonical pind-daan-text authority (the Vayu Purana Gaya Mahatmya) is fixed at Gaya, and Haridwar's strength is its own Gangadvara doorway, not transferred merit.
The last rite is performed by the successor in order to provide salvation to the departed soul. The soul is said to dwell around unsatisfied and unhappy, trying to achieve those feelings which are not possible for its form. Pind Daan offers enlightenment to the soul and leads it towards Moksha. At Haridwar specifically, the Bhagavata Purana describes the Ganga as purifying the ancestral departed by the mere contact of her waters — and at Gangadvara the family meets that water before it has touched anything else.

Pind daan can be performed throughout the year, but Pitrupaksha — the 15-16 day fortnight in Ashwina Krishna Paksha, immediately preceding Navaratri — is considered the most powerful window. Beyond Pitrupaksha, every Amavasya, the death-anniversary tithi, and Sankranti days carry full scriptural merit. At Haridwar specifically, because Gangadvara is named in four Puranas (Skanda, Agni, Garuda, Padma) as a permanent Ganga-rite site, the rite carries full validity year-round.
