Can Shaligram be kept with the Tulsi plant in a home shrine?

Yes, and in fact it is highly meritorious. According to the Skanda Purana, the Tulsi plant and the Shaligram stone together represent the eternal union of the divine feminine (Lakshmi-Tulsi) and the divine masculine (Vishnu-Shaligram). Keeping them together in a home shrine is believed to bring prosperity, harmony, protection of family, and spiritual merit equivalent to continuous worship of Vishnu. Traditional placement involves keeping the Shaligram in a clean metal or wooden casket at the base of the Tulsi pot, or placing it on the altar immediately next to the plant. Both must be treated with equal reverence — offerings to one must include the other.
