Is Pind Daan at Gaya better than at Prayagraj?

Both are supremely powerful tirthas. Prayagraj is the Tirtha Raj — the overall highest-merit site for all ancestral rites. Gaya is uniquely specialised for Pind Daan and has the most elaborate Pind Daan circuit in India. The classical approach is to perform Pind Daan at Prayagraj first, then proceed to Gaya for the Vishnupad circuit. If only one is possible, the Puranas place Prayagraj above all others for comprehensive ancestral merit.
