Yes. The scriptural precedent for women performing Pind Daan at Gaya is established by Sita Mata herself, who offered Pind Daan independently at the Falgu River in Gaya for Maharaja Dasharatha when Rama was away. In families without male descendants or where the male relatives are unable to be present, women — the daughter-in-law, daughter, or wife — can serve as Karta and perform the complete rite.
