Is Varanasi or Gaya better for post-death Hindu rites?

Both serve different but complementary purposes. Gaya is the supreme site for Pind Daan and Shradh — the ancestral feeding ritual. Varanasi is supreme for Asthi Visarjan and for the grace of moksha. Together, Pind Daan at Gaya followed by Asthi Visarjan at Varanasi forms the most complete post-death ritual in Hindu tradition. Prayag Pandits can arrange both as a combined service.
